Hon. Randy Howell, MP

Member of Parliament – Electoral District 8, Blue Hills, Providenciales

Hon. Randy Howell is a second-term Member of Parliament representing Electoral District 8, Blue Hills, Providenciales. First elected in February 2021 and re-elected in February 2025 as a member of the Progressive National Party, he has established himself as an active contributor to parliamentary and community affairs, bringing more than two decades of professional experience in construction, infrastructure development and project management to public service.

During his parliamentary service, Hon. Howell has served on several committees of the House, including the Appropriations Committee, the Expenditure where he previously served as Chair, as well as the Administration and Privileges Committees. His approach to representation is grounded in three principles—Accessibility, Opportunity and Safety—reflecting his belief that elected representatives must remain connected to the people they serve while helping to create communities in which residents can live, work, invest and raise their families with confidence.

Before entering elected politics, Hon. Howell built an extensive career in the construction industry, serving in senior positions including Contracts/Project Manager and Managing Director. Over more than 20 years, he has been involved in the management and delivery of commercial and residential developments across Providenciales, Pine Cay and Grand Turk, developing expertise in construction management, contract administration, infrastructure development, project planning and cost control.

His professional development includes certifications from Columbia University in Construction Finance, Scheduling, Cost Estimating and Project Management, complemented by further studies in political systems through the University of Kent. His professional journey began in the hospitality industry and was strengthened by international training in Gstaad, Switzerland, as well as participation in numerous professional conferences and workshops.

Hon. Howell's technical background continues to influence his work as a legislator. He is particularly interested in sustainable urban development, resilient infrastructure, orderly physical growth and the modernization of the construction sector. He advocates for greater opportunities for young Turks and Caicos Islanders to enter skilled trades, entrepreneurship and other professions, with an emphasis on, mentorship and pathways to ownership and leadership.

In Blue Hills, his focus is on practical initiatives that improve the quality of life while preserving the identity and heritage of one of Providenciales' oldest communities. Among the initiatives he is championing are the redevelopment of the historic Fuller and Clementina Walkin Park, Blue Hills' first recreational park; the development of a basketball court and recreational facilities for young people; enhanced beach and community spaces incorporating opportunities for small businesses and tourism-related activity; and improved directional street signage to strengthen accessibility and visibility throughout the constituency.

Public safety is also central to his agenda. Hon. Howell continues to advocate for stronger community safety measures, appropriate resources for law enforcement and coordinated approaches to protecting neighbourhoods.

Beyond his constituency, Hon. Howell has maintained a strong interest in issues affecting the long-term social and economic development of the Turks and Caicos Islands, including housing, infrastructure, immigration, economic empowerment and expanding opportunities for Turks and Caicos Islanders to participate meaningfully in investment, business ownership and wealth creation.

At the heart of his public service is the conviction that the development of the Turks and Caicos Islands must ultimately benefit its people. He envisions communities that are safe and accessible, modern infrastructure capable of supporting continued growth, and an economy in which Turks and Caicos Islanders are equipped not merely to participate in the country's progress, but to become its professionals, entrepreneurs, investors and leaders.

For Hon. Randy Howell, elected office represents both service and stewardship—a responsibility to address the needs of today while helping to build a stronger, more resilient and more prosperous Turks and Caicos Islands for generations to come.
