Accessibility Statement
The Parliament of the Turks and Caicos Islands is committed to making parliament.gov.tc usable by everyone, including people with disabilities. Access to the work of the Parliament is a public right, and that includes access to this website.
This statement explains how accessible the site is, what to do if you have difficulty using it, and how to contact us.
How accessible this website is
We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.
We believe the site is largely conformant with that standard: most of it meets WCAG 2.1 AA, with the exceptions listed under Known limitations below. Accessibility is treated as part of how the site is built and maintained, not as something added afterwards.
Accessibility features
Built-in accessibility toolbar. Every page carries a toolbar that lets you adjust the site to suit you:
change text size
set text alignment to left, centre or right
increase line spacing
switch to a readable, dyslexia-friendly font
turn on high contrast or greyscale
hide images
pause animations
highlight links
show stronger outlines around the item you have selected
turn on a reading mask that dims everything except the line you are reading
Your choices are remembered as you move from page to page, and stay set the next time you visit on the same device.
Read-aloud. The toolbar can read the page out loud using your browser's built-in speech, with play, pause and stop controls and an adjustable reading speed.
Navigation and structure.
a "skip to main content" link at the top of every page
consistent headings and page structure
clearly labelled navigation, search and form fields
full keyboard operation, with a visible indicator showing where you are
text alternatives for images that carry meaning
links that open in a new window are announced as doing so
Official documents. Bills, Acts, business papers and other official PDFs are also published as clean, searchable web pages that work with screen readers. The original PDF remains available to download alongside it.
Known limitations
We know the following parts of the site fall short, and we are working on them:
Older and scanned documents. Some archived PDFs were scanned as images and contain no machine-readable text. For these, a readable web version cannot be produced automatically, and the document may not be usable with a screen reader.
Automatically converted documents. Where a readable web version is generated from a PDF, complex tables and multi-column layouts may not always be read in the correct order.
Embedded third-party content. Live broadcast and video content hosted by other services is not under our direct control, and its accessibility may vary.
Historic content. Some older pages and uploads pre-date our current standards and are being reviewed and corrected over time.
If you come across a barrier that is not listed here, please tell us.
Feedback and contact
We welcome your feedback. If you have difficulty using any part of this website, cannot access information you need, or want to report an accessibility problem:
Email: Parliament@gov.tc
Telephone: (649) 338-3759
Online: use the accessibility feedback form at parliament.gov.tc/accessibility-feedback
It helps if you can tell us the web address of the page, what you were trying to do, and what went wrong — including the device, browser or assistive technology you were using, if you know.
We aim to respond within five working days.
Requesting information in another format
If you need information from this website in a different format — large print, plain text, or another accessible format — please contact us using the details above, telling us the format you need. We will consider your request and come back to you.
If you are not satisfied with our response
If you contact us about an accessibility problem and are unhappy with how we respond, you can raise the matter with the Office of the Speaker using the contact details above, and ask for it to be reviewed.
How we tested this website
This statement is based on our own ongoing review of the site against WCAG 2.1 Level AA. Testing covers keyboard-only operation, screen reader use, colour contrast, text resizing and the accessibility toolbar itself, and is carried out by the team that maintains the site. The site has not been independently audited.
We review this statement, and the site's accessibility, at least once a year and whenever a significant change is made.
The Parliament of the Turks and Caicos Islands is committed to making this website accessible to everyone, including people with disabilities. We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA and continually work to improve the experience for all users.
Accessibility is built into how we design and maintain this site, it is a first-class feature, not an add-on. Features that support visitors include:
A "skip to main content" link and a clear, consistent page structure for easier navigation.
Full keyboard operability with visible focus indicators, and compatibility with assistive technologies.
Text alternatives for meaningful images and descriptive labels on menus, search, and forms.
Official PDFs (such as Bills, Acts, and business papers) are converted into clean, searchable, screen-reader-friendly web pages, while the original file remains available to download.
A built-in accessibility toolbar on every page, offering text resizing, high-contrast, greyscale and readable (dyslexia-friendly) fonts, increased line spacing, text alignment, link highlighting, a reading mask, image hiding, and animation pausing. Your choices are remembered as you move between pages.
A built-in screen reader that reads page content aloud using your browser's speech synthesis, with play, pause, stop, and speed controls.
We are aware that some content, particularly older documents and files, may not yet be fully accessible, and we are actively working to improve this. This statement reflects our own ongoing review of the site against WCAG 2.1 AA.
If you experience any difficulty accessing information on this site, or would like it in an alternative format such as large print or plain text, please contact us at Parliament@gov.tc or (649) 338-3759. We welcome your feedback and aim to respond promptly.
