Minister for Public Safety, Gender and Religious Affairs, and Social Welfare
Hon. Shaun David Malcolm was born and raised in Grand Turk, Turks and Caicos Islands, where the values of faith, discipline, humility, and community service shaped his early life. His spiritual foundation was nurtured through the Salem Baptist Church under the guidance of his grandmother, Anthea Gardiner Archibold, Carol Williams, and Rev. Ruben Hall. These influences instilled in him a lifelong commitment to serving others and contributing to national development. He is a devoted father to his three children: Lashaunda, Shania, and Lucas.
His education began at South Primary School, now Eliza Simons Primary School, and continued at Turks and Caicos High School, now H.J. Robinson High School. He later attended West Indies College, now Northern Caribbean University in Jamaica, where he studied Business and Education, before furthering his studies in Business and Politics at Monmouth University in New Jersey.
From an early age, Hon. Malcolm demonstrated a passion for music, ministry, and community engagement. At just four years old, he began singing with his uncles, Craig and Montel Archibold, as part of The Archibold Brothers. Their performances were featured on Radio Turks and Caicos through a long-running programme hosted by Aunty Marge, reaching audiences locally and abroad. Through music and ministry, he has consistently sought to inspire, encourage, and uplift communities across the Turks and Caicos Islands.
His professional career spans business, aviation, hospitality, education, media, ministry, and public service. As an entrepreneur, he has served as Executive Director of SKYBLUE Aviation Ltd., Director of Trade Wind Industry, and owner of several ventures, including construction enterprises and Lucas M Hosting, a licensed entertainment company.
In hospitality and aviation, he held senior management positions at Beaches Turks & Caicos Resort, Ocean Club West, Parrot Cay Resort, and Turquoise Reef Resort. He also served as Operations Manager for TCNA/American Airlines at Providenciales International Airport, gaining extensive experience in operations, logistics, customer service, and management.
Hon. Malcolm has also contributed to education and culture as a teacher at Clement Howell High School and as Founder and Director of the Turks and Caicos Mass Choir, promoting national pride and cultural expression through music. His commitment to civic engagement led him to host radio and television programmes such as Let’s Talk Politics, The View, and The Evening Talk. He also produced and hosted the landmark 2016 All Candidates Election Debates, including the Leaders’ Debate, which strengthened public participation and democratic engagement.
A dedicated man of faith, he is an ordained Minister of the Gospel, a licensed Marriage Officer, and has served for more than a decade as a Board Trustee Member at Revival Faith Center Potters Touch. He continues his ministry through Abundant Life Ministries International.
With more than two decades of political involvement, Hon. Malcolm was elected as the 5th All-Island Elected Member and held ministerial portfolios including Health and Human Services, and Home Affairs and Transportation. Today, he serves as Minister of Public Safety, Gender and Religious Affairs, and Social Welfare, overseeing areas that directly impact the safety, wellbeing, and social development of the people of the Turks and Caicos Islands.
